This question was discussed at a

meeting with Mr. Fitzmaurice of the Foreign

Office at which Mr. Duncan, Mr. Bevir and I

were present, and it was agreed that a telegram

should be sent to Hong Kong asking if they had

any observations on the proposal. It was

thought that it was just possible that there

extremely improbable. In any case it was felt
